Combine content of salsa mix and sour cream into a large mixing bowl. Stir well.
Spread 1/4 cup refried beans on each tortilla, stopping 1/2-inch from end. Spread 1/4 cup sour cream on top of the bean layer.
Sprinkle 1/4 cup shredded cheese on sour cream layer and top with 1 Tbsp each diced tomatoes and onions.
Roll tortilla tightly and place on a flat surface, seal down.
Wrap tightly in plastic wrap and refrigerate at least 30 minutes or up to 8 hours.
Just before serving, remove tortilla roll-ups from plastic wrap. Using serrated knife, slice into 1/2-inch coins.
